
INDUSTRY BASED SAFETY PROGRAM COUNCIL (IBSP Council)
Purpose & Objectives
The IBSP Council was created to enable existing and future IBSPs to focus efforts toward collaboration, coordination, and resource sharing to advance policies and strategies associated with workplace injury prevention, safe & early return to work and effective operation of industry-based safety programs. The IBSP Council is also intended be a collective voice in communications with government, labour, and industry stakeholders.
To accomplish the IBSP Council purpose, each IBSP will engage in activities that serve to:
Share information, resources, and best practices.
Build and maintain a mutual understanding of each other’s programs.
Promote awareness of the services available through each IBSP including the safety & health certification program specific to each industry sector.
Participate in a reciprocity process specific to safety & health certification programs.
Communicate in a collective voice to industry & labour stakeholders, government, and other organizations.
Develop and maintain standards that will improve the health & safety of industry in Manitoba.
Enable, facilitate and support the development, growth, success and delivery of WIP & RTW strategies.
Champion the ongoing development and evolution of workplace safety, education, and training.
Identify existing gaps in workplace safety education and training, and partnering with the private sector and related stakeholders, enable and facilitate its delivery.
Support the ongoing development, evolution, and implementation of safe and timely return to work practices for injured workers and their employers.
Support collaborative public messaging.
Relationship with the WCB & SWMB
The Manitoba government, with industry and labour support has made prevention of workplace injury, and the safe and timely return to work, a public policy priority. SAFE Work Manitoba, a division of the WCB, is the public agency dedicated to the prevention of workplace injury and illness.
The WCB and SWMB champion the creation of and support for industry led, industry funded and industry driven IBSP’s in support of WIP & RTW policies, strategies, education, and training services, delivered primarily through industry-based safety programs.
The IBSP Council fosters a mutually collaborative relationship with the WCB and SWMB marked by the following expectations ahead of the implementation of any policy(s) or practice(s) affecting IBSP’s:
1. timely consultation, in the development of policy, practices and approach related to or affecting IBSP’s.
2. transparency in the development of policy, practices and approach that is sound, balanced, and reasonably practicable for IBSP implementation.
Operations
The IBSP Council shall meet at least quarterly, or at the call of the Chair, at places as may be agreed upon. Its decisions shall be consensus driven and its meetings shall generally be governed by Robert’s Rules of Order. The IBSP Council shall, from within its membership, select a Chair and Vice-Chair each for a two-year term.
The Chair shall: lead and coordinate the development of IBSP meeting agendas; chair meetings of the IBSP; speak for the IBSP along with such others as may be designated; and sign such communication on its behalf as requested by the IBSP Council.
The Vice-Chair shall: where the Chair is unavailable, act in the place and stead of the Chair; in consultation with the Chair ensure distribution of appropriate notices of and agendas for meetings; record and distribute meeting minutes; keep accurate records of deliberations and decisions; and undertake related support of IBSP meetings and decisions.
INDUSTRY BASED SAFETY PROGRAMS
The Construction Safety Association of Manitoba (CSAM) is a non-profit organization run by and for the building construction industry in Manitoba, with governance provided by the Winnipeg Construction Association’s Board of Directors and the CSAM Advisory Committee.
S2SA is the safety association for the Sales and Service industries in Manitoba. We provide industry-specific training, consulting services and SAFE Work Certification to businesses in the sales and service sectors. We aim to help our members simplify the process of implementing a safety program, enhancing employee and customer safety.
Made Safe provides health and safety services designed specifically for the needs of the manufacturing work environment. In partnership with SAFE Work Manitoba, Made Safe makes it easier for employers and workers to ensure workplaces are safe and productive.
RPM is the Certifying Partner with SAFE Work Manitoba for the trucking industry. RPM’s purpose is to work with you in developing/enhancing your company’s Occupational Health & Safety program.
For over 30 years, the Manitoba Heavy Construction Association, as a not for profit organization, has demonstrated strong leadership by developing industry-led, safety services for our companies. The WORKSAFELY® program provides safety and health programming to the heavy construction industry in Manitoba.
Manitoba Association for Safety in Healthcare (MASH) is a specialized safety program dedicated to the healthcare industry in Manitoba. We offer a comprehensive range of safety training, consulting services, and Safe Work certification to support all healthcare workers.
